The study covers a marginal, but important and significant episode in the strategy implemented by the Italian regime to promote the "new" fascist Italy in the world. The article refers specifically to one of the typical public diplomacy tools used by governments and institutions to promote their country: the exchange diplomacy. A soft power tool that is implemented by granting scholarships to foreign students to spend a period of study abroad. The purpose is to give students a positive experience so that they might become in the future, cultural ambassadors who may promote the image of the host country. Under certain conditions and particularly under non-democratic regimes, such educational intent acquires a propagandistic motivation.
