Zolo was able to grasp a realist lesson from International Relations, namely that every international order produces its own war. Less convincing is Zolo’s attempt to formulate, in the wake of Hedley Bull, the proposal of ‘weak pacifism’. It is not clear in his approach how it is possible that a meaningful amount of social order among states can exist despite the absence of an overseeing global Leviathan.
