This research examines the historical development and structural features of the Italian Foreign Policy Community, focusing on the role of think tanks and research centers. Bronzini highlights the delayed and partial adaptation of the Anglo-American model in Italy, shaped by a centralized party system and a political culture traditionally wary of non-institutional actors. Using the Aspen Institute Italia as a case study, the author shows how think tanks in Italy emerged in hybrid forms—often tied to political leaders or functioning as dialogue forums—rather than as fully independent analytical bodies. The essay discusses the so-called independence paradox: while think tanks claim legitimacy through their autonomy and scientific credibility, they frequently rely on political networks and conditional funding to exert influence. Despite normative reforms and a growing openness within the Ministry of Foreign Affairs to evidence-based input, the Italian model still diverges from its Anglo-American counterparts. Structural weaknesses—such as poor access to information, limited strategic planning, and insufficient transparency—continue to limit the ability of Italian think tanks to shape foreign policy in a systematic way.
Il contributo analizza lo sviluppo storico e le caratteristiche strutturali della Foreign Policy Community italiana, con particolare attenzione al ruolo dei centri di ricerca e dei think tank. L'autore ricostruisce la tardiva ricezione del modello anglosassone in Italia, segnata da una tradizione partitica centralizzata e da una cultura politica diffidente verso attori non istituzionali. Attraverso il caso esemplare dell’Aspen Institute Italia, Bronzini mostra come i think tank abbiano guadagnato spazio nella definizione delle politiche estere solo in forme ibride, spesso legate a leader politici o a logiche di forum piuttosto che a una reale indipendenza analitica. Il saggio evidenzia il paradosso dell’indipendenza: i think tank italiani, pur fondandosi sulla legittimità della libertà scientifica, si trovano frequentemente a dipendere da reti politiche e finanziamenti condizionati. Nonostante le riforme normative e la crescente apertura del Ministero degli Esteri al contributo della ricerca, il modello italiano rimane ancora distante da quello angloamericano. Le criticità strutturali – come la scarsa trasparenza, il limitato accesso alle informazioni e la debole progettualità – ostacolano la piena affermazione di centri di ricerca capaci di influenzare in modo sistemico il policy-making.
