The increasing attention given to telecommunications in regional studies is a clear sign that the current changes require a new interpretation of the territory and its development processes increasingly linked to flows of knowledge and information. These (in terms of factorial analysis and design) are now separate from the traditional carriers that have until now allowed its spread. This fundamental process of dematerialisation of information and, therefore, of knowledge for development has been linked in general to a supply of more services and in particular to the Information and Communication Technology (ICT), and, generating a plurality of transversal impacts (social, economic, environmental, territorial), pervades almost all fields of human activity. The current changes highlight the need to reason about a new dimension of the territory management oriented to create a competitive environment, trade attractor and environmentally sustainable, analyzing what role ICT can play in the economic-territorial development of a region.
